Car-Pass, always
It is what makes mileage verifiable.
The Car-Pass. A used car offered without one is a mileage nobody can vouch for.
Belgium has one genuinely effective consumer protection in used car sales: the Car-Pass. It records the mileage readings captured at inspections and services, so an odometer that has been wound back shows up as an inconsistency on paper. A professional seller must provide it, and a seller who cannot is telling a buyer something important.
The guarantee is the other point buyers are routinely left unclear on. A consumer sale carries two years by law; for a second-hand vehicle it can be reduced to a minimum of one year, but only by written agreement. Stating which applies before purchase, rather than after a fault appears, is the difference between a sale and a dispute.
In print the equivalent discipline is rights and proofs. A customer must own the artwork they send, because an infringement claim follows the person who ordered the run. And once a proof is approved it governs — which is why the two minutes spent reading the names and numbers on it are the most valuable in the whole job.

Two years, or one in writing.
The claim follows the customer.
Come and inspect it. The Car-Pass is shown before you decide.
